European Commission (EC) Policy on Health, AIDS, Population and Development
The EC policy on health, AIDS, population and development emphasises the close relationship between poor health and poverty, and recognises the importance of improved health outcomes for economic growth and development. Health features prominently in the Millennium Development Goals (MDGs) adopted by the United Nations’ Millennium Summit in September 2000 with three out of eight goals:
Reduce by two-thirds, between 1990 and 2015, the under-five child mortality rate.
Reduce by three-quarters, between 1990 and 2015, the maternal mortality rate.
Have halted by 2015 and begun to reverse the spread of HIV/AIDS, and the incidence of malaria and other major diseases.
While ambitious, the European Commission feels that these targets are achievable given the will linked to sufficient funds to do so. In 2002, the EC established a policy framework ’s to guide investment in health, AIDS and population for attainment of the MDGs comprised of a Commission Communication and a Council resolution on health and poverty. The EC’s approach emphasises the fight against the major communicable diseases, AIDS malaria and TB, the improvement of sexual and reproductive health and rights as well as other issues.
Progress towards the health MDGs also depends on coordination and partnerships with European Union (EU) Member states and other donors. It is monitored through a set of specific indicators.
